It's a three function light, combining a spot/flood lamp, a side/wide area illumination lamp, and an emergency flasher. There's a magnetic base that allows you to stick it on the rear of your car or some other piece of ferrous metal, like a bumper hitch, or perhaps a metal fence post.
The side illumination function is the most useful, I think. It can illuminate a very wide are, and the distribution of light is very even. In that mode I think it would be handy for emergency home lighting during a power outage. The third function, the flashing red LEDs, would do in a pinch in case of a car breakdown. It's not as bright as a road flare, but it's a lot brighter than the typical bicycle LED tail light, thanks to having a total of eight LEDs in the main array and a further four distributed around one end. Place it on the roof of your car and it should be visible from several blocks away.
